After a barren first half, Doimukh FC started the second half on positive note and earned a spot kick in 49th minute which was converted by Nabam Peri.
Nguri Alin scored four goals in 55th, 64th, 66th and 69th minutes to complete the drubbing drubbing of the team.
Gonbinso Drai scored two goals in 59th and 79th for CM XI.
With this lose, CM XI exited from the tournament with inferior goal difference to Bamang Taji FC.

Veteran badminton tourney in Nov: ASBA
ITANAGAR, Aug 10: The Arunachal State Badminton Association (ASBA) will organize the Veteran Badminton Tournament in November this year. It was decided in an executive body meeting of the association here today.
The meeting discussed measures for ensuring smooth conduct of the 2nd Dorjee Khandu Memorial State Open Badminton Championship 2014 from September 12 – 15.
Besides reviewing the recent activities of ASBA, the meeting discussed on matter relating to affiliation of district badminton associations and clubs with ASBA for promotion and development of the sport in Arunachal Pradesh.
Addressing the meeting, ASBA Secretary Bamang Tago urged the organizing committee members to work sincerely and with dedication for smooth and successful conduct of the ensuing badminton tournament.

Hoteliers arrested for selling liquor beyond permitted time
ITANAGAR, Aug 10: Owners and managers of few hotels and restaurants at Naharlagun area were arrested by Police for selling liquor to customers beyond permitted time and without possessing valid licence.

APLS’ 60th sitting held
ITANAGAR, Aug 10: The 60th monthly literary sitting of Arunachal Pradesh Literary Society (APLS) was held at Conference Hall of JN State Museum here today chaired by its president Y D Thongchi.
Today’s literary sitting started with a lecture by Kenyir Kamduk on Birendra Kumar Bhattacharya’s famous Jyanpith Awardee Novel “Mritunjay”. It has been also decided that a lecture on the topic “Kabayaras and its application” would be delivered by Thongchi in 61st literary session of APLS.
The members paid tribute to writer Nadine Gordimer who passed away recently. She voiced against apartheid in her writings.
Literary business started with the presentation of poems – “Cuckoo” (Hindi) by Kimi Diyam and “Our state Arunachal” (English) by Rissum Diyum. Baji Ringu presented an article – “My favourite writer” while Aryaman Das Borah recited his literary piece “My Trip to Delhi”.

Training on benefits of breast feeding held
ITANAGAR, Aug 10: Krishi Vigyan Kendra, Karsingsa, Papum Pare organized a training programme for mothers on benefits of breast feeding today.
Subject matter specialist in Home Science of the KVK Nane Taga briefed on benefits of breast feeding for both the baby and the mother. She highlighted the components of breast milk and the nutrients it provides to baby. She also explained that in addition to containing all the vitamins and nutrients baby needs in the first six months of life, breast milk is packed with disease fighting substances that protects the baby from illness.
The participants were also informed that Colostrums, which is the milk secreted during the first three days after the child birth, is rich in protein, minerals, vitamins especially vitamin ‘A’ and antibodies and hence not to discard it.
Further, she taught the participants how to plan a healthy diet for breast feeding mother.
Altogether, 38 breast feeding mothers along with their babies attended the training.

China invites India to join its ambitious Silk Road projects
XIAN (China), Aug 10: Giving final touches to its most ambitious plan to build a wide network of new silk roads on land and seas to enhance global connectivity, China has invited India to join President Xi Jinping's pet project that would revive the ancient trade route and benefit the region.
"From historical point of view India is the converging point of Maritime Silk Road (MSR) and the ancient Silk Road on land. For more than 2,000 years India had very good exchanges with China through the passage of the South Silk Road," Gao Zhenting, Councillor, Department of International Economic Affairs, told PTI.
"So in China we have a belief that China and India both placed the trail of silk roads and MSR and we both have benefited from the roads," said Gao, who oversees the Silk Roads projects that involves a maze of highways on land and port connectivity by sea.
The projects were expected to revive China's trade links, specially its sagging exports besides globally enhancing its sphere of influence.
Throughout the history of Silk Road and Maritime Silk Road many scholars and businessmen from India visited China and still many Chinese remember the names of many of them and stories, he said.
Gao took a team of diplomats and journalists to showcase China's preparations to build the New Silk Road (NSR) from the historic city of Xian, once the flourishing capital of imperial China.
The road enabled China's famous Buddhist scholar Xuanzang to visit India in 600 AD and return with treasure trove of Buddhist scriptures.
According to the recent Encyclopedia of 2000 years of cultural contacts between India and China, Xuanzang, an ardent Buddhist scholar, visited India traversing through the ancient Silk Road of Kyrgyzstan, Uzbekistan, Tajikistan and Afghanistan and entered the undivided India.
Xian houses the Wild Goose Pagoda, built in memory of Xuanzang's visit to India.
"The Chinese government believes that India naturally is an important partner in this One belt and One Road," Gao said.
"We are open to all friendly neighbouring countries to participate in this one belt and one road but of course we will not force any one to join nor we will give up if someone is not taking part," he said.
Gao denied the new projects were aimed at establishing China's influence, saying Beijing is not aiming to establish influence nor will it establish a new mechanism for the Silk Roads.
"By saying inclusiveness we are not aiming to establish new mechanism or aiming to have our sphere of influence and also we do not say no to other existing cooperative mechanism," Gao said, referring to Shanghai Cooperation Organisation, ASEAN and APEC and other similar organisations.
Stated to be the most ambitious project of its kind, China's plans included revival of the ancient Silk Road, starting from Xian and possibly to Constantinople through parts of Pakistan, central Asia and Turkey.
The second Silk Road is called the Bangladesh, China, India and Myanmar (BCIM) and the third one was the revival of the MSR connecting China's Fujian coast with Asia and the world.
China also links its proposed Economic Corridor through the Pakistan-
India has expressed reservations as it runs through disputed region.
A Pakistani diplomat in China, Shazab Abbas, who was part of the delegation, said his country will be the "harbinger" for implementing the Silk road project.

He said the countries in this great plan include those from South West Asia, South Asia, Central Asia, East Asia including nations like Russia, Mongolia, to the Russian confederation and courtiers in East Europe.
"We believe all ports along the road is very important and priority will be given to establishment of certain zones and parks in the areas. Maritime cooperation and security of maritime navigation are important," he added. PTI
Construction of Civil Secretariat building nearing completion
ITANAGAR Aug 10: One of the most prestigious infrastructure projects of state, the construction of Civil Secretariat building is picking up frantic pace in recent months. The work is being carried out under the supervision of Public Works Department (PWD). Funded by Ministry of DoNER, Government of India under NLCPR, the project has been facing many obstacles and has missed original target of completion.
The work commenced on 1st April, 2010 and was supposed to finish on 31st March, 2012.

Illegal ganja plantation destroyed in Ziro valley; LDV steps up against illegal drugs

ZIRO, Aug 10: Continuing its drive against cultivation of ganja, the Ziro branch of Arunachal Pradesh Women Welfare Society (APWWS) along with Ziro Police and civil administration yesterday destroyed several illegal ganja (marijuana) plantations at Dukur, Gano, Pare Ami, Siiro and Taring area of Ziro Valley.
The team seized a truck load of ganja (bhang) plants and disposed it at garbage disposing centre instead of burning them on the spot.
Appreciating the initiative of APWWS, Lower Subansiri Superintendent of Police (SP) Tumme Amo suggested the Society members to carry out similar drive at Yachuli, Yazali and Raga along with women groups of those areas.
He encouraged the Society to take up more such philanthropic activities for the welfare of entire Ziro Valley.
“If there is a will there is a way,” he said, and called upon the Society to take initiative in maintaining cleanliness in the valley.
Talking about the menace of Japanese Encephalitis (JE), he advised the people of the district to take all prescribed precautions to avoid the disease and get vaccinated.
APWWS Ziro Branch Secretary Dusu Amer said that the society will continue the drive until all illegal ganja cultivations are destroyed, including wild one, and ill effects of use of ganja are realized by the people. She appealed to the people to cooperate the Society in its endeavor to make Ziro Valley a drug free zone.

Exclude Adi areas from Lower Siang: RBAPF
PASIGHAT, Aug 10: Ramle Banggo Adi Peoples’ Forum (RBAPF) in a meeting here today decided to intensify its movement demanding the state government for exclusion of Adi inhabited areas from Lower Siang district.
The meeting attended by Gaon Buras and PRI leaders of Adi community of the area unanimously resolved to fight tooth and nails against inclusion of Adi areas in the new district.
Detak Village Head Gaon Bura Tasing Siram said that he along with the villagers had opposed the idea of including Adi areas in the new district way back in 2004. We had also conducted meeting at Nari under the chairmanship of then EAC Obang Dai in this regard, he said.
“We are happy to remain in East Siang district and we don’t face much hardship to reach the district headquarters Pasighat,” he said, adding that the present Simen River (Korong) has been the boundary of Adis and Galos since time immemorial which is also known even to Galo brethren. And, those Galo brethren, who are living with us in East Siang and Adi areas needn’t bat for inclusion of Adi areas in the new district as we have been living together peacefully since long time,” he added.
Depi Moli, HGB Tatam Tatak also appealed for exclusion of Adi areas from the new district.
Depi Moli Anchal Samity Member cum RBAPF General Secretary Tanor Pago said, “We are not against the creation of the new district but we oppose the inclusion of Adi lands in the new district.”
RBAPF President Tamat Gamoh appealed to Nabam Tuki led government to respect the people’s sentiment while demarcating the boundary of the new district. He expressed the hope that the government will respect the demands of the Adi people of Ramle Banggo area.
The meeting was attended, among others, by Gaon Buras, Panchayat and public leaders from Depi, Detak, Depi Moli, Sido and Korang villages.
Japanese Encephalitis and its impact on economy

When a disaster occurs, the first and the foremost thing to do is to minimize the panic in the common masses by the responsible authority through proper coordination among the various ministries, because disaster is directly related to our economy, culture, health, trade and relation. Any decision related to disaster cannot be taken unilaterally without consulting the experts, out of panic. Decision taken out of panic will only aggravate the situation and it will bring permanent damage to our system and will have psychological impact in human behavior. When any disaster occur it is good to react promptly but with proper understanding of the logic and technicalities behind the disaster and its impact. Decision taken out of panic may bring more disaster with greater magnitude than the original one. But in Arunachal we often see some of the decisions are taken in haphazard manner without following any ethics and technicalities.
Before we go to the main issue, let me cite one examples of haphazard decision taken by concern authority in relation to epidemic in Arunachal.
Few years back the Govt. authority in Daporijo passed an order to cut down all the bamboos in and around Daporijo town by giving the reason that bamboo grass was the reason for breeding of mosquito population in Daporijo.
By the time, a protest from some intellect individual was heard, the green Daporijo was already turned into a barren looking ‘Taklarijo’ within few days by the authority. Thankfully, the preceding year, the rainfall was normal in Daporijo otherwise there could have been more natural disasters in the form of landslide all along the Sinyik and Sigin river banks as the bamboo grass which controls landslide all along the two river banks were cut down.
Now the question is what were the health, veterinary and forest departments of Daporijo doing that day when the rude order was passed. Didn’t they know that it was not the bamboo grass where the mosquito breeds?
Rather it was in the clogged drain and stagnant water bodies of unmaintained Daporijo town where the breeding was taking place. Mosquito population is always abundant in an area with dense trees or grass, as it provides dark and damp feeling to the mosquito due to the shadow and moisture. Mosquitoes are inactive in the bright light. Daporijo has large number of bamboo grass that does not mean that one should blame bamboo for rising mosquito population. Now, can you imagine, how much of poor men’s income was shattered that year by the wrong decision of the authority?
Anything cannot compensate the loss of human live so it is good that prompt preventive measure is taken and massage is spread to common mass as early as possible and it is timely happening in Arunachal with Japanese encephalitis disease this time.
Everyone is now talking about it in any social gathering or social networking sites, which is a good sign. Those who cannot pronounce it properly have named it “Japanbimar”. There is now panic like situation where some people are calling for ban on all form of livestock. Some district has already imposed ban on movement of livestock and livestock product, even on fish, which has no relation with spread of the disease. Therefore, before this panic situation is turning into another disaster, let us specifically know how the Japanese Encephalitis virus is related to livestock population.
Japanese Encephalitis Virus(JEV) is a single stranded RNA virus which causes infection
in pigs, horse and human. There is no report of JEV infection in other domestic animals
and poultry bird so far. Goat and cattle have not shown any viraemia even in experimental
condition. When pregnant sow get infection, the prominent signs are stillborn, mummified
fetus and weak piglet with neurological signs in the litters. When Adult pig and
horse gets infection, the neurological signs and other symptoms are more or less
same as in human infection. So it is necessary to collect and test the serum sample
from the pigs of suspected area to ascertain whether the virus is particularly coming
from the pig population or not. Because this virus in maintained in environment by
Culex mosquito-
Why pig is called amplifier host? It is because, when there is any infection in our body, the virus or bacteria proliferates inside the cell and potentially large numbers of virus are circulated in blood stream which is called Viraemia stage. This viraemia stage is longer in pig as compared to other host and thereby giving the mosquitoes the ample time to get infected during sucking of the pig blood. But in human and horse because of low titer and short viraemic stage, the virus cannot be transmitted from infected to the other by Culex mosquito that is why human and horse are called as death end host.
Then who is the main culprit in this cycle? It is ultimately the culex mosquito which
is omnipresent in nature. It is proven that the culex mosquitoes can maintain the
virus upto six to seven generation through transovarian transmission (Adult culex-
There is no report of the JEV in the domestic poultry birds but it is reported in
the Egret and Heron which is group of waterfowl. The JEV is maintained in Heron and
Egret birds in the nature. When these birds fly into the paddy field, the mosquito
present in the paddy field gets the virus or vice-
The same logic applies to the ban on livestock movement and its marketing. We cannot blindly put a ban on other livestock and poultry which have no relation to the Japanese Encephalitis virus, because many poor people are directly connected to the livestock economy. It is even proven that eating pork cannot transmit the virus as the virus is very susceptible to external environmental condition. The JE virus only survives in the living cell. Once the pig is slaughtered the JEvirus do not survive. On top of that the virus gets killed by boiling and roasting at temperature more than 60 degree Celsius.
In our neighboring state Assam, more than 350 cases of Japanese Encephalitis have been reported so far, but there is no ban on any kind of livestock marketing. Instead the awareness camps about the vector control are intensified through various print and electronic medias. The human and animal JE vaccines are given in the subsidized manner to the vulnerable section of the society and farmers.
In the recent ban order on livestock marketing in the West Siang district, it was mentioned that the Food and Civil Supply officials will keep vigil on the livestock related marketing in the district. Is there a veterinarian in the Civil Supply Department or there no Veterinary Dept. in West Siang or was there a complete lack of coordination among the responsible authorities?
Because entrusting wrong people for a job in any case of disaster emergency will only bring more disaster and wrong people will send wrong information to the common people. Let’s hope for proper coordination among the responsible authorities so that disaster can be minimized without creating any panic in the society. Let the people enjoy their favorite delicious meat during this joyous Solung Festival without psychological phobia attached to it. NE students organize social service in Delhi
ITANAGAR, Aug 10: To create civic sense amongst the students of Delhi University and of the need to keep one’s area and neighborhood clean, the Northeast Students’ Society (NESS) of Delhi University conducted a cleanliness drive at South Campus yesterday. The cleanliness drive started at Motilal Nehru College and ended at South Campus office of Delhi University covering one km . Around 100 students from North East participated in it.
“We are taking this small step to contribute to our esteem university’s legacy which is nurturing us,” NESS said in a release.
This kind of activity also fosters the sense of belongingness and oneness among the students of the university and the people of Delhi, it added.
NESS conducted similar cleanliness drive in North Campus on June 15 last.

Being a Badminton lover it is very nice to learn that Aunachal State Badminton Association (ASBA) is going to organise 2nd edition of Late Dorjee Kandhu Memorial state level Badminton championship in Sept and also decided to make it as an annual event of ASBA.
I would like to forward some suggestion, however it is the prerogative of ASBA how to orginise the championship.
I suggest the ASBA to minimize the tournament expenditure to under Rs Ten lakhs because it is not possible either on the part of state govt or the family members of Late Kandhu's to provide huge amount annually. We came to know that expenditure of first edition was Rs 30 lakhs.
Breakfast & dinner for participants need not be provided by the organisers as done last year. And there were an excess number of people who were engaged as organising committee members. If these two things are controlled, there will be reduction in tournament expenses automatically. Of course the sanctity of game must be of foremost importance and all the items required must be sufficient enough.
I request ASBA for construction of at least 6 courts badminton stadium with parking facilities, dormitory, rest rooms for players, galleries, conference hall as per latest norms of Badminton Association of India (BAI) at present Raj Bhawan Badminton Stadium.
This can be used for other indoor games like kabaddi, Table Tennis, Karate, boxing, weight lifting etc for state, national level or zonal level tournaments.
Also a practice/ coaching time, most probably from 2.00 pm to 5.00 pm for upcoming players need to be fixed at Raj Bhawan Court as many senior players remain in the court for long period and does not give opportunity for coaching /practice.

I worked as per the company instructions

This is in response to a news article on demands made by All Arunachal Pradesh Seba Real Estate Marketing Executives Welfare Association’ (AAPSREMEWA) which was published in your newspaper on Aug 5.
I am not aware whether I am answerable to the allegation labelled against me by the association as the matter is proceeding in the Court. But to clear their repeated allegation against me, I want to share a few facts through your esteemed daily.
I joined as a staff of SEBA Real Estate Limited way back in August, 2008 as it was already operating in the state without knowing anything about the company. I was selected with many others as Development Officer.
I had clarified my position to the said association several times as I am not involved in misappropriation of public money. Despite that my name has been dragged into the scam. I have been cooperating with both investigating agencies as well as the association since the very beginning.
As such, charges against me for involvement in 17 crores scam of the company are untrue. All the business transactions were done at the proper instruction of the Board of Directors headed by Chief Managing Director. I worked sincerely under the guidance of the company authority with full dedication and got my shares in the form of salary as those of my other colleagues.
As per as my promotion to Regional Marketing Manager (RMM) is concerned, I hold the post for few months only.
The company was already collapsing when I joined the post which I came to know only after I was made RMM. Thus I had been trapped by the company. Finally I resigned from the post after few months realising the facts.
In a short span of my RMM tenure I carried out my work as per the existing rules and regulations of the company. I did not violate any norms or misguide nor misdirect the other officials.
Just before I joined as RMM, the staffs of Arunachal Pradesh visited head
office, Kolkata to place our grievances. The Management Board forcefully ordered us to manage an alternative fund in the form of loan or any other means so as to minimize the maturity problem. So we tried our best to get the same. Finally after lots of efforts, we managed to get a loan of Rs twenty two lakhs after keeping my private plot on mortgage. The company assured me in written that loan amount would be cleared within three months from the date of receiving money.
The amount was disbursed to the different branches of the company of our state for redemption by the Managing Director, Sidhartha Nag himself. It was agreed upon by all the Marketing Managers and Executive Officer that all are equally responsible for the liabilities if the company was unable to pay off the dues. Even after two years, the company has failed to clear the liabilities. Thus I am personally victimised by the company.
It is also worth mentioning here that the Board of Directors issued a notification in "The Arunachal Times” somewhere in the month of Sept’2012 that payment of Redemption would be made in March 2013 accordingly we were waiting for the time framed. Also we had several meetings amongst us for the issue of redemption and everybody agreed to wait till the time given by the Management Board. In the meantime to place my personal grievances i.e. mortgage of my private plot, I went out from the state in search of company management. It took me few weeks time to trace them out. In the meantime, AAPSREMEWA had lodged an F.I.R. against me which was shocking as I was also an employee like others.
Now the matter/case is in the Court and investigating agency is doing their work.
I or Marketing Executives Association is not to be blamed for the failure of company as it was totally a failure on the part of the management of the company.

“The Rank never retires."

The use of words such as "Lord" and "Excellency" connotes with the British legacy and now a days they are not very much popular among the Indians. However, when we talk about the Rank in Forces, long after an officer retires, or even expires, he is still known by his rank.
Supporting the view that 'the rank never retires, the officer does, recently the Army has issued instructions that aim to immortalise the rank. The circular issued by the Directorate General of staff duties department of Army General Service (GS) branch reads: "Of late it has been observed that retired officers are mentioning the word 'Retd' after their rank which is incorrect. Ranks of service officers are granted by the President of India and valid not only during their lifetime but also after their demise. The privilege is only given to service officers."
Of late, I have been noticing that your Esteemed Daily has been mentioning the Honorable Governor of Arunachal Pradesh' s name as Lt.
Gen (Retd) Nirbhay Sharma. Even after the officer hangs his boots, the Rank never retires. Hence, I would be glad to see that from now whenever your Daily mention the name of the Honorable Governor of Arunachal, it would be appropriate to mention as "Lt. Gen Nirbhay Sharma (Retd)."

concerned authorities that in Arunachal there are employees who are working under
a national program that goes by the name of National Rural Health Mission, lest you,
The Concerned Authorities, have forgotten all about it. And that they are rendered
penniless after 4 months of salary-
How on earth the employees are expected to work tirelessly, selflessly, effortlessly, efficiently and diligently without having his hard earned food? I am tired of asking 'udhar' from the local kirana shop. This is a humble request from a hardworking but penniless employee that please release our salary at the earliest or give money on 10% interest to all the NRHM employees.

A step towards transparent governance

After taking over the charges of Chief Engineer, PWD ( Coordination, Training and
Vigilance) and in a period of less than one year in the office , Bora Ete has been
able to upload seniority list of employees ranging from Superintendent to Chowkidar
and even transfer and posting status of Junior Engineers and Ministerial staff, Departmental
account exam result for Engineers which is available in-
By uploading this in the website, it enables the person concerned to check his/her status in terms of seniority and posting. It also eliminates the requirement of filling RTI to get the information which is time consuming affair for both the officials and applicants. The initiative started by Bora Ete is highly commendable.
On the other hand, Department of Information, Public Relation and Printing, Govt of Arunachal Pradesh is yet to update its website regarding the council of Ministers even after passing of two months of allocation of ministerial portfolios. The names of retired bureaucrats are still there while the MLAs who lost election are also in the list of Parliamentary Secretaries.
The Chief Secretary is requested to issue necessary directives to all the departments to upload information in their respective website in order to take a step towards maintaining transparency.
Engineering Departments should be directed to upload detail on name of schemes, head of account, sanction no and date, technical sanction no and date, work awarded on basis of work order/tender/ turnkey, instalment wise release of funds from Centre and State share, date of start, stipulated period of completion and status of furnishing of Utilization certificate.

Just issuing order will not serve the purpose
In a welcome move, Capital Complex deputy commissioner has imposed blanket ban on use of polythene and plastic carry bags within Itanagar Capital Complex with immediate effect. Administration gave all concerned 15 days time to remove such bags from their shops, establishment etc. After the expiry of deadline, the authorities will start seizing and destroying the plastics. Non compliance of the order will invite action under section 188 of the Indian Penal Code and penalty would be imposed.
This is the second time in the last two years, capital administration has imposed
ban on plastic items. It is pertaining to mention here that capital administration
vide an order on July 12, 2012 had put similar kind of complete ban on use of polythene
and plastic carry bags in the Capital Complex area. However order failed to yield
any concrete result. The shopkeepers rampantly violated the ban order without any
fear. On their part, district administration miserably failed to take action against
the violators. Just issuing an order in paper will not serve the purpose. Capital
